SWARCO Traffic limited was commissioned by Land Securities to provide a replacement traffic management and parking guidance system for the White Rose Retail Centre, in Leeds, England.


The scope of work included the design of the traffic detection infrastructure, based on inductive loop technology, to accurately monitor traffic volumes entering and leaving the site at each of the nine separate parking areas, with the capacity for 5,200 vehicles.

Following design approval, SWARCO supplied and installed 19 parking guidance signs, 60 traffic detection points, and nine car parking count controller outstations. The VMS signs included character matrix signs and full colour RGB matrix signs. The signs automatically provide occupancy of each car park area from the count data captures by the detection network.

A SWARCO parking guidance system was supplied and commissioned to provide the site manager with the full capability to monitor and control car park occupancy, and equipment status, and to make important decisions on redirecting traffic to optimise the use of the parking facilities across the site.

SWARCO worked alongside the sub-contractor providing the fibre optic communications at the site, and work was planned in parallel with a major refurbishment programme including the complete resurfacing of all the roads and car parks.

A particular challenge set by the customer was that the Retail Centre was to remain fully open, 7 days per week during the works, with the minimum disruption to visitors to the site.


Work was finished on schedule, and the system handed over to the customer following a series of training courses undertaken by SWARCO. Positive comments have been received from the customer regarding the quality of SWARCO’s work, as well as the effectiveness of the system.
